ATN is an important part of FANS, and ATN/IPS represents the future direction of development. ATN is a complicated global internet composed by different air-ground subnets. The airplane will fly from control range of different ground stations, and maybe in the control range of more than ground station, this brings difficulties to the mobile management of the airplane. It is very important how to assure the communication and it's continuity of the airplane and the ground stations, and this is the base of the ATN services.Through analysis the aim of Aeronautical Telecommunication Networks mobility management, this paper illustrates the shortage of the mobility management scheme used in traditional ATN/OSI and MIP,when facing the future direction of ATN/IPS. And this paper aimed to find a better way for the handover management in ATN.In this paper, key handover technique based ADS-B was illustrated;There are two important scheme can be used, according the periodic character of ADS-B to decide wether it's time to handover and according the flight path forecast techniques to find which base station is the best to login.Then, the handover management scheme used in ATN/IPS is simulated, and related conclusion is given.The scheme of this paper is based on IP related technique, it doesn't need the airplane to support IP technique, and it increase the ability of the ground station,make the ground station to find the mobile airplane,manage the handover of datalink.The airplane can remain what it is like now, and it doesn't participate the mobile management actively, it just acts in concert with the ground station.
