With the continual development of Internet technology, the all IP network has become a trend. IP bearing network has been the bearer base of NGN, private services network and mobile data core network and its network performance has become one of the biggest concerns for the .network operator, Internet Service Provider (ISP) and users. In order to guarantee the Quality of Service (QoS), help operators to measure and analyze performance of the network effectively and optimize QoS strategies, it is necessary that evaluating, analyzing and managing the bearer network without the influent for service operation.In this paper, we researches IP network QoS key performance metrics which defined by related international standards. We also research the current IP network measurement methods, implementation technology and current mainstream commercial and non-commercial network measurement tools. Besides that, we analyze Web Service process and present a special evaluation method with a series of performance evaluation metrics which can evaluate the quality of Web Service from users'viewpoint. According to the research above and combining with advantages of various measurement tools, we design and develop the terminal quality measurement software which is efficient, simple and easy to use. It can measure the key performance metrics of IP network and evaluate Web Service performance form uses'experience based the actual measurement results of network layer and transport layer. This software uses the graphic interface and users that without professional training can measure network performance metrics for analyzing IP network QoS. We implement this software in real campus network environment and analyze the collected data. The measurement results show that the terminal quality measurement software can measure IP network key performance metrics accurately, get the integrative performance evaluation of Web Service and achieve the information about trace route and link condition. So the terminal quality measurement software can offer reliable references for users to understand the performance of network and Web Service.
