Data link system is the core of military electronic information system. Adopting network communication technology and application protocols, it achieves the data exchange of various operational units, organically connected independent combat units together to form a unified, coordinated combat system. It uses TDMA and polling protocol to make it. As Link16 is one of the most commonly used systems, the project is based on the Link16 to establish data link simulation system in the laboratory. The simulation platform realized the basic functions of link 16.The message delay is an important performance index of tactical data link and the method of send slot assignment has a great effect on the time delay performance. The project evaluate the rationality of the given slot assignment through the corresponding message delay.This paper first introduces structure and working mode of Link16 system. A data link simulation system is established and its work flow and architecture is described in detail. Then do research in the High Level Architecture simulation. Next, the paper focus on the design and implement of the Dispatcher server. The main architecture is introduced next, describes the network planning processing, message handling the two main modules. Then this paper goes deep into the design of the extended service providers. Finally, the paper gives the test results through the Statistics Software. The results display the relationship between the delay of tactical data link system and send slot assignment. The analysis of result is given.
