With the development and popularization of modern IT technologies, computer network is playing more and more important role in daily teaching and learning, especially in language. The application of multimedia learning system has changed the traditional mode of teaching and learning fundamentally and provided a new efficient measurement for modern language training, which has lots of advantages:expanding the traditional English teaching and learning methods, improving the efficiency of teaching process and reducing the workload of teachers; taking full advantages of broadband network, making a positive effect for extending the knowledge of teachers and simulating innovative thinking of students; as well as ensuring the students a comprehensive training progress which includes studying, reading, listening, speaking and corresponding exercises. With this, the interaction mode of English teaching and learning between teachers and students has shifted into a human-computer interaction.This paper, which based on the State Returned Students Teaching, Research Projects, "Multimedia English Language Skills Training System", is funded by the National Science and Technology Support Program and aims to make further development of Smart Client. According to the general theory of software engineering, requirement analysis and system design patterns are formulated at the beginning of this paper. Then, the interaction design is introduced from usability and user experience goals. After, the main problems encountered in the development process and corresponding solutions are given from aspects in the storage and management of data, JavaScript development and browser compatibility issues. Finally, the interface evaluation and application of this system is presented.This paper has two major contributions. First, as a certain reference for design and development of educational software, it introduces an engineering practical methodology of Smart Client which implements the main features and interactive process using JavaScript only. Secondly, through our in-depth study and practice, problems occurred frequently when dealing with browser compatibility issues and their treatment options are summarized comprehensive to valuable documentation.
