Research On The Co-operated Management System Base On Standardization Information Of Maritime Safety

In today's context of the information age, domestic government informatization which also includes informatization of maritime safety management has been developed rapidly. The MIS of Maritime Safety Administration at all levels has achieved remarkable achievements after years of construction. However, these information systems have been developed distributedly and independently, so that the data are lack of unified specifications and standards, which result in low utilization rate and management stagnation. Meanwhile, departments in a Maritime Safety Adiministration have developed a number of information systems according to different business needs. Due to the application of different operating platforms and other reasons, these software systems in relevant departments can not connect to each other seamlessly. It is difficult to share information among them, and all of these problems seriously hinder the maritime safety informatization. This article aims to make use of the theory of information standardization and co-operated management and build a co-operated management system which is based on standardization information of maritime safety to satisfy the requirements of maritime safety informatization. The sharing ability of maritime safety business information will be enhanced, and the interoperability between different departments will be strengthen.Firstly, this article researches the related theories of information standardization and co-operated, then analyzes the actual business and data of maritime safety information management in detail, with these studies, to obtain the business relationship between the maritime safety management and data features. So as to determine the content of standardization information of maritime safety, that is the standardization of data which includes both data elements standard and data exchange standard.Secondly, based on the concept and structure of data elements, this article proposes the extracted and classified methods of maritime safety data with the foundation of concluding the existing data elements'extraction and classification. And the existing maritime safety data element coding has been improved, to make it more suitable to the needs of the marine safety information management. Also this paper puts forward the maritime safety data exchange model by using XML technology, in order to realize the exchange and share of maritime safety information between different data sources. Finally,basing on the data standardization that mentioned above, the article establishes the overall framework of maritime safety co-operated management system with crew management system as its center.And according to the current data, unified data exchange platform model has set up for three levels' storage structures, which are ministerial bureau, directly under bureau and branch bureau.The marine safety data elements standards, data exchange standards and co-operated management system of information standardization that proposed in this article can provide reference and experience for maritime safety information. However, there are still some issues such as security, quality of service and so on,which also need to be further studied and improved.
