With the rapid social development of information technology, companies are increasingly dependent on the use of information technology to manage the business within them. So companies developed a variety of applications, and these systems are designed and developed by different persons, have independent data storage and access methods, and form a "data islands" with which you can not exchange data each other. But really, the date is inextricably linked. It must be addressed for effective development of a company that how to integrate the data existing in these systems. However, the data in different applications exists conflict in some degree, which hava their own data model, semantics,storage methods and constraints. So the development of heterogeneous data integration system which can solve a variety of data conflict will help to improve the management efficiency of companies.In this paper, the author introduced the related technologies used by data integration, for example SOA(Service Oriented Architecture) and Web Service, and then analyzed the problem to be solved in data integration system. At the same time, the paper discussed the research results and solutions, and put up with the problems of these theories. Finally, with the actual situation, the paper improved a resolution of data comflict, and designed a heterogeneous data integration system based on SOA. Service was the core of the system, which builded a central database to integrate and share the public data.The web applications could access the loose data services by provided various databases, and managed the distributed data.On the basis of comparison for technologies related on SOA, this paper used the Web Service as the main implementation technology. Meanwhile, it maked use of the metadata model as management tools of different data models, and utilized the conflict factor and resolution factor to detect and resolve the all data conflict in data integration system. It designed conflict resolution strategy and ultimately different data consistency between all the existent application systems. Furthermore, in order to facilitated operate the data in a relational database and implemented data transmission on different platforms and in different language, the system introduced Hibernate and Dom4j to exchange data, and so on. XML was the standard data format for data transmission.Finally, the paper implemented and tested theheterogeneous data integration system. The system achieved the desired integration effect and had some practical value. At the same time, it had made the prospect of the system, and clearly made out the next step work to complete.
