Research On Function Design Of Management System Of E-approving In Hebei Province For Travel Agencies

Internet technology and computer technology are widely used by government at all levels and e-gov has been accelerated. The on-line service of administrative examination and approval has been developed gradually by office automation and information sharing and exchange. E-approving has become an important way to improve work efficiency and image of the government and it has achieved a further development in recent years. "One-stop" and "one network", two approving styles, which consist of programs, processes and other information of e-approving, appeared on the Internet. Then governments can share information and interact with the public, which has effectively improved their working methods and efficiency, promoted the government functions transformation from management to service-oriented type and provided high quality, low cost and convenient services for the public. Till the end of 2009, the number of travel agencies has reached to 21,000 and it's still increasing quickly every year. E-approving for travel agencies is only allowed in Hebei, Zhejiang and Hubei and the rest majority still use traditional approving method. This paper takes effort to provide experience of travel agencies' e-approving for other provinces by introducing the e-approving system of Hebei province.This paper consists of six chapters: 1. Introduction.The first chapter includes topic background and methods and significance of the research. 2. Review of the development and research of e-gov at home and abroad. It has been found that e-gov at home and abroad has realized on-line services and management system of e-approving by some governmental departments. However, the relevant research is not enough, especially lacking of experience and research on e-approving and e-management system for travel agencies. Therefore, the research of this paper has important significance. 3. The design of e-approving system for travel agencies in Hebei and detailed design of functions of five function modules and eight behavioral agents. 4. The security design of e-approving and management system for travel agencies in Hebei, including content, purpose and program of the security system. The design concentrates on physical security, network security, application and data security and management system of security, to make sure the userinfo be safe and complete. 5. Realization of management system of e-approving for travel agencies in Hebei and mainly introduce the realization modes of on-line application module, information management module of travel agencies, management module of travel agencies branches and management module of service networks of travel agencies. 6. Conclusion and prospect. It sums up the results of this research and notices of management system of e-approving for travel agencies in Hebei in the future.
