With the gradually development and prevalence of Web service, it comes to the situation that several kinds of Web service meant to meet the same functional request.The present method of describing Web service discovery in function failed to solve the problem.so the method of QoS comes into public. Nowdays,the research of QoS has just started, and more focused on its conception and inquiry mechanism of Web service instead of quantitative analysis. Meanwhile, default occurs a lot when the information comes from service provider. So it's important to design a system which can quantitatively describe Web service discovery on QoS.The article constructed a model of Web service discovery on QoS after studying the conceptions and Web technology. The model tries to find the suitable Web service not only to the key words and Semantics but also to the QoS for users.With the expansion of WSMO and UDDI specification, the Web service model supports quantitative Web service registration of QoS properties. Getting QoS properties in the way of feedback and using of structure of QoS management system, the registration of Web service can be more objective. And the new ranking method proves to be more efficient in experiment.Instead of traditional OWL-S/WSMO which is low-efficiency due to time-consuming. And this supports function of high-efficiency discovery of Semantic Service. QSQL service publication and discovery method is based on the theory of figure storage, so when service comes to QSQL, relevant Semantics can be proceeded and stored in advance so that it won't happen together with service discovering. The experiment shows that service inquiry on QSQL is not only instantly responded but also with high- quality.
