In network environment, Web services show explosive growth. In today's emphasis on personality and intelligence services, how to choose the most suitable for users of their services is of major concern to researchers. The different needs of different users, in addition to functional needs, also include non-functional requirements. The latter often reflected in the performance of services for the quality of services. We research Web service quality main concern of the needs of users. The user's needs and preferences determine the quality of Web service standards. At the same time, for a process consisting of web services, the upper and lower services bound by a strict relationship: upper reaches of the service is a prerequisite for the implementation of the downstream services. This binding relationship is not only reflected in the functional and semantic, but also in the QoS. The traditional construction of process is often concerned about the upstream and downstream services in the functional and semantic coherence. They neglect of the match between qualities of services. Therefore, in the course of the process construction, how to mix all the candidate services to form a smooth process is the main issues.In this paper, the major ones are as follows.1. This paper presents a Upstream and Downstream QoS support service process model. It explains how QoS participate in the organization of Web services. From the business logic model to the process model with specific Web services, the users' needs are translated into the corresponding QoS specification. We restrict the organization of web services in all stages, including: select services accordance with QoS specification in service options stage; in the matching process of upstream and downstream, the QoS properties of adjacent services to be matched; choose the best overall quality of services to bind in Web service binding phase. The role of QoS in different stages of a similar, but the details are different. In particular to the algorithms of calculation and assessment of QoS, respectively, are on the need for design.2. The article also designed upstream and downstream QoS of Web services build algorithm based on the model. First, we designed the service selection algorithm using inverted-indexing technology. This algorithm can quickly choose services and service portfolio from the library to meet quality of demand. The Algorithm to solve the combination of services focused on the discovery method is proposed. It greatly increases the possibility to find suitable services. Second, we designed upstream and downstream quality of service matching algorithm, so that the process of service delivery between adjacent nodes can be reasonable with the quality of service. Last but not least, we design the overall process of quality assessment algorithm, which can flow from a number of candidates to choose the best service processes.3. The article covered by the main algorithm We analysis the experimental results and they show that our approach has achieved the desired results.The traditional process building an only concerned with functional and semantic coherence but ignored the quality of service matching. In this paper, we proposed a QoS-based upstream and downstream processes building model. This model can make full use of the wealth Web services through the Internet to create greater value.
