Security is a serious proposition for the whole world. The global anti-terrorism wave triggered by the "9.11" incident brings enormous changes to the global security equipment market. During recent years, the international anti-terrorism situation, Beijing Olympic Games, Shanghai World Expo, rural urbanization, safe city construction and frequent occurrence of security accident in some application fields have become main factors promoting the development of the state's security industry.Video monitoring system (hereinafter referred to as VMS) acts as an important sub-system of the whole security system, and it has been widely used in many fields and becomes a more and more important technical means in maintaining public order, preventing and combating crime. In recent years, with the rapid development of network bandwidth, computer processing capacity, storage capacity and audio/video information processing technologies, VMS has entered its digital, networking and intelligent era. But, current VMS national standards' falling behind of modern technologies and the shortage of equipments to supervise and test its audio and video quality, both result in the low audio and video quality of it. Therefore, the upgrade of VMS national standards and the development of testers for it are urgent priorities to improve audio and video quality.In this paper, the author draws up a detailed broadcast level audio and video test solution of VMS at first, after studying national and industry standards about VMS and Broadcast TV System. Secondly, the author designs a tester for VMS based on broadcast video capture card and digital audio/video processing technologies. At last, the author realizes the tester by using MFC, multithreading programming, socket network programming and the SDK of video capture card. The tester not only brings together the functions of audio/video capture and display, audio/video test and display, audio/video and test results'save, file management and print, and remote network control into one, it's also user friendly, portable, rugged and suitable for on-site test of VMS. The research achievements of this paper will play a very positive role in promoting the audio and video quality of VMS, or even the entire security system.
