With the restructuring of telecommunications, China Telecom can operate fixed-line, broadband and wireless communications business as well. At the same time, China Telecom successfully change from the traditional fixed-line operators into a full-service operation integrated information service providers. After reorganization, telecom operators who possess nationwide network resources, own comparative strength and size, as well as a full-service operational capabilities are tripartite confrontation, which is from the perspective of the government to support furthering optimize telecom resources and improving the pattern of competition initiatives. Changes of operating environment require China Telecom must establish their support capability to match new environment, in order to maintain competitive among full service operations. OSS of China Telecom is one of the cornerstones of Operation Support System, the core of OSS 2.5 specification undertakes ITSP and CTG-MBOSS etc. and combs the current situation of Telecom OSS, also clear the challenges of all business operations on the OSS system. The goal of all business operations in China Telecom, OSS support system needs further reform for responding to the needs of fixed and mobile convergence as well as customer-focused information technology innovation strategy.In this paper, we introduced the research and development of NOVA platform with intellectual property rights (New generation Object View and Administration), we also described the principle of platform architecture, the applied technology and ideas, the client server platform loading mechanism and metadata configuration application. Then we made a detailed description of the resources service platform system based on NOVA platform in this paper and provide the data processing of resource service platform configuration management, interface transmission and management applications.The design of the project was accomplished through analysis and research Telecom MBOSS 2.5 specification, and telecommunications management to the specific requirements of the allocation of resources, the platform combines advantages of APPLET, Java Web Start, Http, RMI and other technology, Http communication mechanism for remote access, application of DMO ideological, HASHVO Ideological deal with the data, configuration principles of metadata template facilitate interface coding and debugging, which allows developers to focus more on business logic instead of the system underlying logic. Object-oriented design methods and models simplifies the system development, increased the reusability and configurability of the module code as well as the system flexibility. In conclusion, this paper was based on the design requirements, system architecture, simulation process, development and implementation of the resource platform, by which we could master the operation of the platform and guarantee the stability of system and improve the quality of user support as well. What's more, we also verified credibility and effectiveness of the platform by ways of experiment and simulation.
