Work Safety Information Platform is designed to make use of information technology to re-optimize operational flows and standardize operations to improve intradepartmental system integration and resource sharing, thus forming a pattern of scientific management: fulfilling responsibility, optimizing flows, good regulation, early-warning without delay, smooth handling. Safe Production Information Platform, with its high goals and quality requirements, provides challenges for management of project construction.This paper, by combining the e-government information system status in quo and relevant policy of our country, and considering the reality of information-based safe production supervision, tries to analyze the status of both the operation of the safe production information platform project and its informationization. It will also discuss the existing problems in the platform project management and the solution to them. In this respect, it proposes a"4+1+2"solution against the reality of the safe production information platform project, among which,"4"referring to the four stages of the software system development lifecycle;"1"the joint management team consisting of side A and side B; and"2"the content of the two project management in the PMBOK management system, e.g. need management, communication management.First, it makes an analysis of the e-government system status in quo and the existing problems in the information-based project management. It explains in detail the policy, operational context and the basic environment for informationization on the ground, to show that while policy support to the platform project is strong and the goals are high, the standards for the operations are low, and the basic conditions for informatinization are weak. These pose challenges to the management of the platform project construction. The contractor may create risks to the management of other stages of the project due to their insufficient research and exploration of the startup of the project and poor understanding of its context and characteristics.Second, under the development lifecycle management theory of the safe production information platform project software, an analysis has been made against the problems arising in the management of the key links of the safe production information platform construction project. Based on the reality that the project's demand, schedule and the communication management face, it puts forwards the scope of demand to be controlled in the early stage of the construction project, makes a possible schedule for the project construction, thus running the project management through the stages such as demand, analysis, design and construction, and finally control effectively the scope of the project construction and the scheduled tasks, which leads to keeping the time, workforce, cost of the project construction within the controllable scope.Third, improved goals and solutions are brought forward against existing problems in the demand management, communication management and schedule management of the safe production information platform project. Demand management. As for the safe production information platform construction project, while its operations need to be continuously standardized and informationized, the goal for the management of its scope are: focusing on the feasibility study of the project at the early stage, and based on its characteristics, equip it with principals and teams that are good at consultation management and technological development; focusing on the research and analysis of guided, visual (prototype), realizable demand, and forming a joint demand research and development team composed of both the contractor and the user at the stage of demand research, analysis, design and development, to strictly implement the regulations laid out in the demand manual to reduce the risk of demand change. Communication management. Great importance should be attached to the management mode of combining the internal communication with external communication. Effective internal communication can make workers have a common understanding of the goal of the project, achieve a good command of the implementary methods and steps, think much of the risk of problems, grasp the preventive measures in a timely manner, pass the project construction related messages accurately, fully and without delay, and finally complete the task in solidarity, high efficiency, on schedule and with quality guaranteed. As for the external communication management of the project, analysis of the elements and level of the persons that will have an impact on the project comes first. Then a network will be formed, establishing the key stages, important users and the detailed, targeted communication management plan of the communication content. Finally, the communication management running through all the flows (planning, analysis, design, development) will come into being, thus an accurate assessment of the level of informationization will be achieved. Then an appropriate project team is equipped. With a good command of the construction demand, and a scientifically sound control of the schedule, the user's goal will be met.This paper believes that, just as software itself, system software project management is of uniqueness. Whether the software contractor is experienced in project management or not, he should make a solid, effective and detailed business case against various software projects to make a scientific allotment of the resources, and formulate targeted project management plans, so as to effectively avoid the conflict between the user's high expectations vs. the low starting point of informationization level, the phasic stability of the system software vs. the volatile operational goals, the orderliness of the project management plans vs. the unordered user demand, the planned project schedule vs. the randomicity of user demand, and the risks arising from them. In this way, it will ensure the project be completed on schedule, and a sustainable, friendly and long term cooperation be established with the user, thus contributing to the development of the enterprise itself and lending strong support to the development of the user's informationization undertakings as well, which ultimately leads to the realization of win-win strategy.
