In recent years, our country reforms to higher education have been enhanced, and it proposes to comprehensively improve the quality of school education, to establish a sound management system and improve assurance mechanisms of education quality. Teacher performance evaluation is an effective management measure to ensure quality teaching and, which aims at improving teaching quality from the evaluation, improving the school's educational level, and enhancing the quality of teaching in schools.For higher vocational colleges, the majority are from the original secondary school, the old model to a large extent are still used in the management system and teaching process, which is no longer suitable for vocational colleges' development. Thus, a Teacher Performance Assessment System which is scientific, rational, functional and suits vocational is particularly important for the higher vocational college. Performance evaluation not only from classroom teaching to assess the professional level of teachers, but also from the scientific research, education reform, professional construction to examine teachers, which supports the personal professional development and school construction In this paper, using ASP.NET,it develops a teacher performance evaluation system based on B/S mode for Shanxi Vocational and Technical College. And the development process includes several stages, such as:requirements analysis, design, implementation and testing. This paper constructs a evaluation index system by describing the status of performance evaluation of teachers in domestic and foreign vocational colleges, analyzing the characteristics of performance evaluation of teachers and the problems, and combined with the actual situation. To reflect the comprehensive evaluation, a wide range of main forms were used in evaluation system, including students, teachers, teaching managers and experts of supervisors group, and evaluation is for different subjects, different types of courses and teachers, the content is also different. Delphi method is combined with AHP method to select evaluation indicators and to determine the weight of each indicator, the system only want the experts to order the importance of indicators and enter the serial number into the system as required, and the system automatically generate the index weight.To promote the development of evaluation systems and improve availability of performance evaluation system, the system analyzes the final results and compares the data from different angles; furthermore, it uses association rules for data mining to find some valuable information hidden in the data. Because the system uses SQL Server2005 database, this paper uses SQL language to mine the describe the algorithm of association rules based on analyzing the data mining features and ideas in the relational database which not only plays the flexible and efficient advantages of SQL statements in a relational database, but also inherits the essence of the classical association rules algorithm and solve the bottleneck problem of algorithm performance.After testing, the system has stable performance and can meet the basic requirements of the faculty performance evaluation, and it is operated easily without geographical restrictions, in the meantime, the system reduces the workload for educational management. Compared with the traditional evaluation, this system is more flexible and convenient, the most noteworthy is the statistical data and mining function modules, which provides a strong support for the development of the college and teachers and plays a positive role in improving school management level and enhancing the quality of teaching.
