Web Services is a new distributed computing model, by which the seamless cooperation can be realized in the different platforms and the different program languages. The traditional Web Services Architecture is based on a centralized model, which has several disadvantages, such as dependency on the server badly, efficiency bottleneck, single point of failure, Incompatible with the QoS and so on.But P2P is a decentralized network system, overcoming such shortcomings of the traditional model. This decentralized structure goes along with many other problems, such as unable to search resources efficiently. Thus, the thesis puts forward the idea of integrating the Web Services concept into P2P network. Constructing web service on P2P network is found out to be an ideal model, where the efficient integration of services and the autonomy of resources can be realized with the advantages of P2P.The paper is arranged as follows. First, we extended the UDDI model so as to make it support the publication and search of Qos information, and proposed the method of quantifying and calculating Qos. Based on this method and Cp-nets, the optimal service composition algorithm was put forward. After that, we turned to discussion of the problems that exist in web service, as well as the merits and demerits of several kinds of P2P structures. Combining P2P with web services, the design model of QoS-based web services platform in P2P environment was constructed. And then, using JXTA protocol as the implementation technology of P2P and JUDDI AXIS as the server of web service, we design a QoS-based web services platform on P2P network where we can publish, inquiry and invoke Web Services. Based on the scheme of integrating traffic information and service engineering, the QoS-based web services platform in P2P environment is applied to a integrating traffic information. At last, we made a conclusion and pointed out the future work.
