With the economic globalization and increasingly widespread technology of information, the ability to increase competitiveness by improving labor productivity or reducing cost becomes weaker and weaker. The Modern Logistics known as"the third source of profit"is rising in the worldwide. Therefore, as one of the most important parts of Logistics System, Routing Planning System comes into being. An excellent Routing Planning Software can improve the utilization of vehicles and optimize the scheduling of drivers and vehicles to reduce the cost for companies.This paper uses UML to analysis the requirement of Routing Planning System and design the database and software architecture of system based on the study of Logistics Management, Object Oriented, Agile Modeling, Design Patterns and so on. Based on .NET platform, implement the main features of system by embeding the flash developed with Goolge Map API and the implementation of VRP algorithm based on C++. Finally test the main features of system using the test case to find the bugs of system and confirm the targets of the subsequent development of system.Most features of the system as data management and routing planning are implemented and the system is able to make a solution with high efficiency and a high level of practicability obeys to the requirement of user. The architecture of system follows the principles such as high cohesion, low coupling, Separation of duties and so on. Therefore, the system has a durative frame to let the subsequent development be easier.
