With the rapid development of wireless technology, communications network become more heterogeneous in future. Therefore, how to manage the network resources efficiently is a key issue in heterogeneous networks. Firstly, a hierarchical and distributed resources management framework with cognitive ability is proposed in this paper, under which the functional architecture and interface are given in detail.A novel resources management approach which consists of inter and intra level resources management is presented based on the cognitive resources management framework. Applying non-cooperative game theory, the cognitive inter level resources management approach allocates resources according to Nash equilibrium solution. Using Wiener prediction, the intra level resources management approach predicts the future operating state of the network and then sets the appropriate parameters accordingly. Simulations are implemented and the results show the proposed approaches have good performances.Finally, this paper proposed a spatial resource management approach in heterogeneous networks. By precoding and filtering, the signals will be orthogonal in the spatial domain. In this way, heterogeneous networks can share spectrum resource in the same region. Using OPNET simulation tool, the effectiveness of the management approach is testified through simulations.
