With the sustained and rapid development of Chinese economy, as well as the success of the Beijing Olympic Games and Shanghai World Expo, the international status of China has improved significantly. However, to the fire fighting army, new challenges appear at the same time. For example, the fire fighting army faces much more difficulties when working because of the expanding of cities, dense population, ever-changing categories and attributes of inflammable materials, complex structure of buildings, and irregular distribution of roads and water resources. In addition, the fire fighting army also has to provide relief in anti-terrorist,emergencies and disasters.In this case, a new technology is required for the fire fighting army to rapidly respond to terrors emergencies, and disasters with effective use of resources in cities.The 3D panorama comprehensive information management platform for fire fighting combines the function of the Geographic Information System (GIS) and the 360°panorama technology. With this platform, fire commanders and soldiers can view and monitor all the key units for fire control safety, fire departments,fire hydrants and water sources for fire fighting in all directions.With the rapid searching function of this platform, fire commanders and soldiers can quickly locate a target and view the panorama of the target on the GIS only by entering simple information about the target. In practical play, fire commanders can direct fire fighting through this platform based on acknowledgement of the panorama of the scene.The design and implementation of this platform mainly focus on implementation of fire fighting plan, improvement and management of the plan, fire fighting guidance, analysis of fire models, access warning, basic data maintenance, stable operating of the platform and data sharing between subsystems. The application of the 3D panorama technology in fire fighting enables the fire fighting army to train fire soldiers through the platform, thus minimizing resource waste and costs and reducing the impact of onsite training on the order of people's life.The platform is based on the Browser/Server model. Therefore, fire commanders can provide a guide to fire fighting with a laptop or a mobile police-service communication apparatus in the combat commanding center, on fire trucks, or at the site. After connecting the laptop or the mobile police-service communication apparatus to the internal network of the fire fighting system, they can use the platform to direct the fire fighting. This fully reflects the advantages of the 3D panorama technology in the fire fighting.
