There existed some main problems such as the attenuation characteristics of laser beam propagation in atmosphere and laser power compensation encountered in the laser technology applied fields used as laser ranging, laser radar, laser-guided, laser remote sensing and laser stealth etc.In this paper,'the study of controlled laser constant propagation' make constant laser constant power propagate through the continuous modulated launch of initial laser power with the change of transmission distance according to the characteristics of laser power attenuation in the atmospheric transmission. The expression of laser propagation attenuation in the atmosphere was established which was based on the deep analysis of the characteristics of laser attenuation in the atmospheric transmission. Thus were not only built controlled discrete initial laser power controlled continuous change laser power and constant transmitted expression changing with distance but also was calculated laser level, oblique, vertical in a simulated way and obtained laser power constant transmission results. In order to achieve laser constant power propagation, the relationship between continuous variable initial laser power and transmission distance was researched and the expression was given. The correlated curve was obtained by calculation in a stimulant way. And it studied theoretically the basis of laser power nonlinear modulation which can satisfy the requirements and acquired the change curves which was calculated in a simulated way.
