With the accelerated process of urbanization in China, the contradiction between the limited energy supply and the growing energy consumption is being intensified gradually. Nowdays, energy conservation becomes one of the research areas that attract more and more attention. Urban street lighting systems consume plenty of energy resources. Improving the energy efficiency and the intelligence of the streetlights management is considered to be more and more important.The current situation of our country's streetlights management is unoptimistic, and the management level is generally low, which is mainly reflected in low degree of automation, low energy efficiency, low management concentration, low flexibility, and security risk. Improving the efficiency of street lighting systems, reducing their energy consumption, are the problems that need to be resolved urgently.In this paper, according to the management features of large-scale street lighting systems, the energy-saving hierarchical model was proposed. Based on this model, a layered energy-saving streetlights controlling system was developed with GPRS/ZigBee wireless communication network. The demand of the layered energy-saving streetlights controlling system was analyzed. Then the overall design of the system was introduced in detail and the key technologies of the system were studied. In addition, function modules of the prototype system were introduced, and the running result of the prototype system in deqing town were analyzed. The proposed system together with its related work makes a big sence in the realization of streetlights'intelligent management in China.In Chapter 1, the status and problems of streetlights management were analyzed. The content and organization of this paper was put forward based on the exsit researches on streetlights controlling filed and its related fields.In Chapter 2, an energy-saving hierarchical model was proposed according to the management features of large-scale street lighting systems. The functional requirements, data requirements, hardware requirements and some other specific analysis needs for the system were analyzed. In Chapter 3, the design of the layered energy-saving streetlights controlling was introduced in detail from the software system design, database design, and hardware configuration.In Chapter 4, an algorithm based on the energy-saving hierarchical model was proposed to analyze the energy-saving efficiency of the system. And several key design techniques of the layered energy-saving streetlights controlling system were resaerched in detail.In Chapter 5, the prototype system of the layered energy-saving streetlights controlling system was developed.In Chapter 6, the whole research in this paper and prospects for future research work were summarized.
