Government informationalization is the basis of social informationalization; With the steady economic development and its improvements in informationalization, both government and enterprises are committed to achieving office network automation. Office automation (referred to as OA) a new way of office administration that combines modern office and computer networks, a technology application of current technology revolution that is very active and also has strong vitality; a product of the social informationalization. It uses computer technology and network technology, making progressive informationalization, which, in turn, forms an information processing system between office staff and equipment constituting a target of human services.Jinan Municipal Communist Youth League consists of 11 offices, a total of 511 grass-roots Communist Youth League, Youth League of 1,257,11,496 League branches, 350,000 members, of which the administrative units involved is extensive, the content covers a very wide range, and the workload is considerable. Therefore, the reform of the traditional office model, implementation of e-government, the business office, electronic document flow and management processes, informationalization, and better organizations, municipal agencies and grassroots groups to reduce complexity of group-level information transfer between organizations, improving office efficiency to save human and material resources, as well as design and implementation of WEB-based service management system of electronic groups are imperative.The main task is to design a Jinan Municipal League office automation systems. System, design is based primarily on building the whole system according to the practicality and economy, advanced, as well as openness, scalability, security, reliability, and manageability; technical characteristics of the system design are:using JAVA technology, following J2EE standard and the system cross-platform, supporting multiple relational database, B/S structure, easy to maintain, to use, and to extend.First, according to the fundamental problems faced in the development and design, the article analysed the system's functional requirements and non functional requirements; the system hardware and software environment required were described. Secondly, based on the requirement analysis, system design objectives and principles were put forward, and then the backbone network architecture design and functionality. They mainly considered the system technical architecture scalability, maintainability and performance issues, so a hierarchical model of the J2EE architecture, design of a personal office, general management, document processing, file management, personnel management, workflow, electronic signatures and system management such as the eight modules and 40 sub-systems, and the implementation of the various functions described in detail. Finally the system security protection, the host security, data security, network security, personnel security awareness and management system put forward some practical aspects of protective measures, with a brief introduction of data backup and catastrophic recovery.In summary, it is concluded that based on the analysis of the actual needs of the mission system, the design and implementation of the Jinan Municipal League OA system, the real authority to implement paperless, network, automation, and to improve office efficiency has come to realization to a certain extend.
