Since the beginning of the twenty first century, as the falling down of the surveillance products'cost, continuously emerging of new technologies and the raising of departments'requirements, the technologies and the applications of video surveillance are developing fast. However, the survey and research of the video surveillance's framework are still a little few, and the study of applying of the GIS technology, which is of importance in the video surveillance system, is also quite limited. Aimed at these problems, this dissertation analyzed the current research results of the video surveillance system and proposed the video surveillance framework based on GIS platform.First, after concluding the function of other video surveillance systems, the functional objectives of the framework were summarized as:authority management, video surveillance basic functions, video equipment network management and configuration, video image analysis, geographic information analysis. For these functional objectives, a structure of video surveillance framework, supporting heterogeneous network and different sorts of devices, having high expansibility and reusability, was designed. In the implementation of the framework, this dissertation mainly implemented devices access module, authority service module, playing module based on ActiveX, and client display framework based on.Net.Second, for solving the problem of mixing GIS platform into the intelligent video surveillance framework, a GIS-based project algorithm, which is called GBPA, was proposed. And the problems of data mixing and interface adapting were also solved, and then the GIS platform was successfully added to the framework.Finally, the method of developing on this framework was introduced, by using the examples of an opacity analysis module and an intelligence video retrieval module. And some application systems based on the framework were also introduced.
