After entering the Information age, the development of reality required that an implementation of University File Management System should be on the agenda, especially with the expanding increase of information resources in colleges and universities, as well as the increasing requirements of university teaching and research institutes on the dissemination and usage of file information.This paper studies the content analysis of university archives information management status and work characteristics, based on the practical application of the core, using SQLServer2000 as the system's data development platform, using object-oriented programming language, VB,and other computer application technologies, integration developed for a set of characteristics of university records management software. This paper mainly studies how to, based on the analysis of actuality and working features of university file information management and the actual application as the core, use SQLServer2000 as the system's data development platform and utilize object-oriented programming language (VB) & other computer application techniques to integrate and develop a suite of software that is suitable for university file management.The system based on the existing network system of Ocean University of China, using Microsoft's SQLServe2000 as the underlying database client. System structure for the C/S structure. The system uses current network system of Ocean University of China as the basis, and Microsoft's SQLServer2000 as the underlying database client. System structure applies the C/S structure. The main work of this paper is as follows:The focus of this paper is described as following:1.Based on the current file system, database and management system to conduct a comprehensive analysis process, using the work in the file management experience, communication with departmental staff Shenru, full of analysis of requirements and The basic structure of the file management system, establish the system functions and software framework. Given system requirement analysis, while the file management system and work flow of each functional module to describe the general framework of the system is given. Analyze the system database and its management process comprehensively; with the help of own experience in file management, communicate with staff from all departments thoroughly and perform a comprehensive demand analysis. By doing such tasks to build the basic infrastructure of file management system, establish the system functions and software framework. Work out a system demand analysis, and give a general system structure by describing all function modules of file management system and their workflow.2.In the field of archives and structural analysis of related concepts based on the area proposed for ontology file structure, given the ontology construction process and to achieve.On the basis of some file-related concepts and structure analysis, put forward an ontology file structure that is suitable for archives, provide its ontology building process and implement it.3.Ontology management system applied to the file management module, made the file containing the ontology management model and implemented. Apply the ontology management system to the management module of file management system, provide a file management model that contains ontology and make it real.4. The achievement of the key technologies of software, for identity authentication and encryption technology to interpret.
