Today, the integration of three networks with the purpose of the high-level businesses integration of telecom, radio and TV, and Internet networks has become a research focus in the communication industry, and it provides good opportunities for video conferencing, video on demand, remote teaching and video-based applications. Among them, the simplest form of the convergence networks is the three-screen integration, and that is the integration of television, computer and cell phone screens. However, in the interconnection network environment, the terminals with the diversity of all kinds are different, such as screens size and streaming media processing powers. And for the same terminal in different locations at different times, the video service qualities of the users are also different. This makes the realization of three-screen integration has important challenges.As the high error rate of the wireless channel and the high sensitivity of video compression data to transmission error, the fault-tolerant video transmission technology is particularly important. This paper is developed under the premise of the guarantee to obtain the satisfaction video quality for these terminals users of TV, computer or mobile phone. To solve the problem of the tradition"try my best"automatic retransmission request fault-tolerance mechanisms (BestEffectARQ) which consume large amounts of channel resources in the error-prone video transmission, this paper starts from the end-user video satisfaction, uses a new fault-tolerant wireless video part of the retransmission control algorithm, carries on research with the purpose of saving bandwidth and reducing time delay, and obtains the following research achievements:First, a new fault-tolerant control algorithm for wireless video transmission UPCA is proposed. In error-prone video transmission, we take the end-user video satisfaction as a benchmark to select the best error recovery mode of the failed data frames by the minimized value of the Bandwidth-Distortion model, the video self-characteristics and terminal equipment processing capabilities, and recover these transmission error data.Secondly, a real-time simulation system of wireless video transmission is designed and implemented. The system uses the NS2 network simulation tools and H.264/AVC codec, realizes real-time communication between the codec and wireless network. It can real-time feedback network conditions, and dynamic adjustment codec performance.Thirdly, through a series of comparative experiments on UPCA and BestEffectARQ algorithms, the simulation results show that, compares with BestEffectARQ algorithm, UPCA can effectively reduce the bandwidth consumption and the time delay. Meanwhile, UPCA algorithm is more suitable for motioning strenuously high-resolution video and motioning smoothly low-resolution video. What is more, it can give full play to save bandwidth and reduce latency advantages in poor condition.
