The Semantic Web is a kind of intelligent network that can understand the human language, and is a major direction of the future network development. Through the use of standard markup languages and related processing tools to extend the functions of World Wide Web (WWW), the network information has been given a clear meaning and the computer can automatically process and integrate web-based data. The Semantic Web can use XML to define the label format, use RDF language flexibly to express data, and can also use a web ontology language (egg OWL) to describe the precise meaning of terms in the web documents as well as the relationship between them.With the in-depth study of ontology, many ontology building methods, building standards, ontology description languages come into being. They laid a solid foundation for the ontology development. The promotion and use of a variety of ontology construction tools provide favorable conditions for the ontology constryction and application. However, the use of ontology construction tools is non-uniform and those tools are mostly based on C/S architecture, and still self-support a hand-made building way, that result the ontology lack of uniform standards and limit the application very much. Besides, we have not a mature methodology for a right approach to building ontology and its performance evaluation.In order to solve these problems, this paper proposes a common ontology-editing tool based on B/S architecture that can also support the on-line evaluation of ontology. According the actual demand, the paper designs and implements "Ontology Construction and Network Communication Platform" based on RSS and Flex technology, which mainly provides three main functions to users, including online graphical browsing, graphical editing and subjective evaluation of ontology. Practical application proves that this platform with a strong universal applicability can facilitate the users not only to browse and edit the concept graphic of ontology, make use of RSS to subscribe to ontology evaluation for their interest and timely accept the latest appraisal news from the system, but also vote to evaluate the performance of Ontology.Because of cross-platform of Java Program, it can run on multiple operating systems. The paper uses Eclipse as a development and design platform and the system is successfully deployed to the Linux servers to ensure its stability. Through the use of Java 2D, Ajax, CSS technologies for page design, JDOM for XML documents parsing, the MVC design pattern, RSS "information push technology" and Flex animation technology, the paper strives to achieve flexibility and scalability of the system.
