Research On Social Management Innovation In Lhasa City

From The Eighteenth National Congress of the Communist Party of China, more and more social management innovation of all levels of government attention, Lhasa as the capital of the Tibet autonomous region, its social management initiatives in the region have a typical exemplary effect.This article through to the Lhasa number of measures of social management to analyze the deep reason, trying to find out the existing problems of Lhasa city social management and behind, at the same time through the analysis of these reasons, puts forward the future improvement of Lhasa social management innovation’s opinions and suggestions.The framework of this thesis is mainly divided into six parts:Chapter One this chapter mainly introduces the background and significance of the study, the inside and outside the country, research literature review, research methods and possible innovation and deficiency.Chapter Two The second chapter is the definition of related concepts and the social management innovation content and objectives: this chapter introduces the society, social management, social management innovation connotation and our country’s social management innovation content and target.Chapter Three The main measures and effects of the third chapter of Lhasa at the present stage of the social management innovation: this chapter introduces the Lhasa geographical location, administrative division, the situation of economic development, and then introduces several measures of Lhasa city social management namely grid management mode, management mode civilian police station, double joint management mode, new period of the temple management modes and their effects.Chapter Four Lhasa social management innovation problems: this chapter mainly from the social management idea; social organization; social management innovation quality assessment standards; public service information level; social management personnel; public participation; lack of religious factors in Lhasa social management innovation in seven aspects of it.Chapter Five Countermeasures to promote the Lhasa social management innovation: this chapter mainly from the transformation of government management concept; actively cultivate social organization; the formulation of social management innovation evaluation index system; promote the social management innovation in e-government innovation; actively training and the introduction of social management personnel; to encourage public participation in social management; relying on the traditional Tibetan culture, and play a positive role Tibetan Buddhism, To improve the living environment, the harmonious development of man and nature,eight aspects to promote the Lhasa social management innovation for the opinions and suggestions.Chapter Six Conclusion and Prospect: this chapter is mainly based on the above analysis of each chapter make a conclusion of this paper and for the future of Lhasa social management innovation is a prospect.
