In viewof the existing problems, this paper draws on the advanced emergency management experienceof American, Japan and Beijing, Shanghai. using the theory of crisis management, system safetytheory, combined with the research achievements at home and abroad, puts forward somecountermeasures for improving the public emergencies emergency management in Dongyingcity.This paper thinks that perfect emergency management of public events in Dongying cityshould focus on strengthening the prevention and early warning system construction, improvethe emergency response mechanism, perfect coordination mechanism, to speed up the integrationof daily construction, improving emergency management system of Shengli Oilfield andDongying City, improving emergency support capabilities, improve the incentive and guaranteemeasures, etc.
