The construction of various categories of management system is not only themodern trend of development of economy and society, but also to improveorganizational management and effective way to promote the core competitionability, building a human resources management system is of great significance to thereform of institutions--the XX laboratory animal cente and enhance marketcompetitiveness. In order to realize the strategic target of the XX laboratory animalcente of restructuring after the operation set, to strengthen the human resourcesmanagement science, system and effectiveness, this paper of before and after of theXX laboratory animal cente of restructuring changes is described, the status ofhuman resource management is analyzed, and combining the current actual, throughthe feasibility analysis, requirements analysis and modules design research, build ahuman resource management system, the realization of human resourcesmanagement work flow, the reasonable specification. Collected, realized the dataand sharing of normative, HR information originally scattered to integration andsharing. This article mainly completed following several parts of work:First of all, the paper on the XX laboratory animal cente and its restructuringoperation background, development and current situation of domestic and foreignhuman resources management system are introduced, the research work of thesignificance, and made a preliminary study of the thought of the work.Secondly, discusses the meaning and characteristics of restructuring institutionsand human resource management, and introduces the related theory of humanresource management system, analyzes the theory of human resource managementsystem of the reform of human resources management institutions enlightenment.Once again, the general situation and restructuring work of the XX laboratoryanimal cente development status is introduced, the human resources managementwork faces after the reform on the problems, including professional background baseserious loss of staff, salary system, salary distribution over the old, all staffenthusiasm decline, low satisfaction. Finally, demand survey combined with the author, expounds the necessity andfeasibility of constructing the system of human resource management, and on thisbasis set construction principle, design of function module, the system of humanresource management restructuring institutions run successfully the problems needto be solved are discussed, puts forward some suggestions and countermeasures.
