Constraining administrative power and strengthening the administrativesupervision are the keys to effectively tackle with social issues in contemporary society.Administrative supervision is one of the important guarantees of effectively implementingthe government functions, one of the important means of preventing the abusing power,misappropriation and the use of their power for their own personal gain, and one of theprerequisites to ensure a rational, coordinated and efficient function of the State.Administrative supervision is conducive to the construction of socialist democracy andlaw, as well as to promote harmonious and sustainable development and protrudesignificant ownership of people. Therefore, the construction of the operational mechanismof administration supervision plays an important role in contemporary social and politicallife. By referring advanced theories and practical experiences in administrativesupervision mechanism, it aims to improve theoretical study about administrativesupervision mechanism of China, deepening administrative supervision. Meanwhile, itprovides administrative supervision theory for the construction of academic studies, aswell as advices to China’s administrative supervision. What is more, it promotes normaland efficient function of a modern state, and intensifies the fight against corruption, whichis of great theoretical and practical significance on the prevention of corruption of publicpower.Administrative supervision mechanism of our country access achievements, such asdamaging the interests of the masses of evil contained, be increased efforts to prevent andcontrol corruption at the source, administrative oversight role played, strengtheninginternational cooperation against corruption. However, there are administrativesupervision quality to be improved, the need to improve the environment of administrativesupervision, administrative supervision procedures to be improved, to strengthenadministrative supervision means problems, these problems are caused by theadministrative supervision experience is still shallow, democratic and legal construction oflong-term, personnel selection and training system is not perfect, the social organizationdevelopment relative lag and other reasons. Administrative supervision mechanism inWestern countries has the opposite independence, transparency, ethics, democracy, the ruleof law and other features. These features have much enlightenment, for example, to enhance the independence of administrative supervision departments in China, deepeningadministrative supervision departments of public affairs education, strengthening the civilservice ethics, cultivating democracy and the legal system monitoring environments suchas enlightenment. Therefore, China should take a series of measures to improve theadministrative supervision mechanism. We can perfect administrative supervision mainbody, optimize administrative supervision environment, perfect the administrativesupervision operational procedures, standardized operation means of administrativesupervision.The innovation of this paper lies in the comparative research used in the study of theoperation mechanism of administrative supervision. This paper break the administrativesupervision of the operation mechanism, the framework of research from the Angle ofcomparison, draw lessons from analysis of administrative supervision and operatingmechanism of the main western countries, apply the essence to the construction of theadministrative supervision, operation mechanism, is a relatively new research perspective.In addition, build a set of more scientific and reasonable administrative supervisionmechanism. In this paper, from the administrative supervision, supervision subjects,supervision of the operation mechanism of environment, supervision procedure andsupervision means four important aspects, analyzes the problems existing in theadministrative supervision mechanism, find out the cause of the problem and put forwardcorresponding countermeasures, to form a more practical and scientific administrativesupervision mechanism.
