| The retirement system of chinese military cadres is a special welfare security system. It has worked for several years. Now it is formed a specific system of rules that is controlled the retirement behavior in our military cadres. It is the historical mission of promoting the replacement of old military cadres. It is concerned about the stability of the state and society, the scientific development of the national defense and army, the benefit of the every military retired cadre. It not only has the typical non-competitive and non-exclusive, but also different from the general public products. It has a special political, economic, social and historical attribute. Because of our military cadres retirement system is gradually developed in the environment of the planned economic system, though after the changes, but with the wave of globalization and continuously push forward the reform of the socialist market economy, the system is also exposed some shortcomings, mainly in three aspects that is fairness, timeliness and scientific.Some study about the abroad officers’retirement system, especially about the developed western countries in this paper. We focus on the construction of the rules, the organization of the systems, the qualification of the retirement, the protection of the retirement-life. At the same time, the military retirement system of China should be integrated with our national condition, military condition and popular tradition. In order to develop scientifically, steady and orderly in the retirement system of chinese military cadres, this study proposes to perfect the rules, organization and means. |
