Abstract/Summary:
China is facing the trend of accelerating from mild aging to moderate aging.If the proportion of the population aged 65 and above exceeds 14%,it will be called a moderately aged society.According to the prediction results,China will officially enter a moderately aged society during the "14th Five Year Plan" period.The aging problem is deepening,and the increase of the number of elderly people will inevitably lead to the increasing pressure on the elderly care economy.However,China’s current retirement age related policies have not been adjusted since the implementation of the 1950s.With the development of the economy and population structure,China’s retirement policies are difficult to match the current national conditions,and it is difficult to effectively deal with a series of problems caused by aging,which is not conducive to the sustainable development of the elderly care system,It is also not conducive to the further development of social economy.Under the background of deepening aging,the reform of retirement system is related to the national livelihood.The combination of delayed retirement and flexible retirement system is an inevitable choice to promote the sustainable development of social economy and adapt to the current population structure,which can alleviate the dilemma of China’s pension system caused by aging to a certain extent.As a worldwide problem,the deepening of population aging has weakened the sustainability of pensions and imposed heavy financial pressure on the government.In order to solve these problems,since 1990,most countries began to reform the retirement system by extending the retirement age to deal with the difficulties faced by pension insurance.However,the serious welfare dependence makes it difficult to carry out the reform.Countries can only walk slowly and gradually promote delayed retirement.This paper chooses the delayed retirement reform in Germany,Japan and Singapore for research.Germany and Japan have established social security systems for a long time.From the pension insurance system model to the delayed retirement policy,they have successful experiences to learn from.Singapore is one of the countries with the fastest aging process in the world,and Singapore and China have entered an aging society at a similar time,It is expected to provide useful reference for the implementation of the policy of delaying retirement age in China.This paper analyzes the research on the retirement system reform in Germany,Japan and Singapore through comparative analysis,summarizes the reform background and effective measures in developed countries,and uses the system analysis method to comprehensively analyze the relationship between the development of China’s retirement system,economic development level,population structure and employment,based on the whole,considering the part from the perspective of the whole,and then draws a systematic conclusion.This paper combed a large number of domestic and foreign related documents,deeply analyzed the delayed retirement policies of Germany,Singapore and Japan,sorted out the specific reform measures of their retirement system reform and the development trend of international delayed retirement age,analyzed the history of China’s retirement system and the existing problems,and learned from the successful experience of the above countries to promote China’s delayed retirement reform.
