.1978-1982 Years The History Of The Establishment Of A Veteran Retirement System Review

After the Third Plenary Session of the Eleventh Central Committee,in order to ensure"to build a socialist modernized power,"the Central Committee proposed the abolition of life-long tenure of leading cadres,and the execution of the old cadres'retirement system. As the important content of the reform of the cadre and personnel system,the old cadres'retirement system has its own establishment,development and maturation. To review the history that the CPC established the old cadres'retirement system from 1978 to 1982,we can easily found that the old cadres'retirement system was at this stage in which it fumbled around,accumulated experience and summarized. Absorbing the lessons along the historical vein is of great help to do the work of retired cadres well in the new period and continue to deepen reform of the cadre and personnel system.Based on the existing research results,and taking the Marxism as the instruction,the paper emphasized the reduction of history and formed simple interpretation of the old cadres'retirement system. This paper will be divided into five parts: The first part is the introduction,including the topic background,research status and writing ideas; The second part analyses the establishment background of the old cadres'retirement system,including shifting the focus of the work of the Party onto modernization drive and serious defect of the ranks of cadres; The third part is that the establishment of the old cadres'retirement system was proposed. Veteran revolutionaries such as Deng Xiaoping put forward that selecting young and middle-aged cadres was a strategic task for the old cadres,and stressed the abolition of life-long tenure of leading cadres and the establishment of the old cadres'retirement system; Part IV is the implementation of the old cadres'retirement system. Because the withdrawal of the old cadres from the leadership post was faced with"layered barrier", the Party Central Committee established the Advisory commission as an interim measures.
