Since the reform and opening policy of China, social organizations have been developing fast with the speeding process of social production. Our social system has completed the transformation from planned society to market society. Under the influence of fast development and economic system changing, the enterprises, as a main part of social and economic development, begin focusing to maximize the economic benefits which causing the communist party been marginalized in their growing. That has great impact to the development and authority of the communist party. In order to face the influence from the developing social economy, the communist party must consider how to let grassroots organization of enterprises which has embedded work effectively and how to embed in the new economic organization.On the other hand, entering the modern society, the youth with bright character has been become more and more important in the social structure, whatever in policy, economy, civilization and science. They also become the main force of the enterprise development in the new economic system. However, under the market economy, the distribution of the young people and the group organizations occur to great and thoroughly changes from simplification to complication which result in the situation that the communist youth league organization can’t cover the young people efficientlyBy taking the development of ’Youth Civilization’for example, the paper is focus on analyzing how the communist youth league organizations out of the woods and rebuilds the embedment in the two-new organizations facing the coverage atrophy and the embedment reduction by the social transformation and the shifting of work focus. Meanwhile, it also proposes the sustainable-development strategy which is ’Broken the separation, Rebuilt the integrity’, on account of the issues which are the limited range of Youth Civilization development mainly based on state-owned enterprises and government agencies.
