| The policy of student-turned village officials is an important innovation for the communist party of China and the nation, which will help to apply the scientific outlook on development, to facilitate the development of modern agriculture, and to build new socialist countryside. In most recent years, the China government is vigorously promoting this plan to recruit college graduates to become village officials. The historical mission of student-turned village officials is not only limited to the construction of the new socialist countryside, but also an effective way to train a group of young cadres for the party and government who have the practical training of the grass root, as well as having a deep feeling of the masses. Since the Third Plenary Session of the eighteen Central Committee of the Party, the Party Central Committee has a more explicit requirements and goals on the reform of rural economic system, and the student-turned village officials will take the more important responsibility. Therefore, it has a more important practical guiding significance to enhance the research on the student-turned village officials, as well as further improve policy system, such that one can better supervise the student-turned village officials,and help them to play their important roles.This manuscript is mainly focusing on the analysis of the present situation of student-turned village officials, based on the methods of questionnaire survey, on-the-spot investigation, panel discussion, comparative analysis etc., in Ganyu County. We have analyzed the defects of the policies, investigated the present situations of developments, and discussed the directions of future developments. In the first section, we have described the research background and significance of student-turned village officials, as well as presented research status and methods both at home and abroad. In the second section, we have discussed the policy of student-turned village officials from five main aspects, i.e. the development history, implementation background, strategic significance, policies and regulations, and accomplishments. The present status of student-turned village officials in Ganyu County is discussed in the third section. We have also introduced the relevant policies, summarized the experience and the main methods employed in the current management of student-turned village officials, and discussed the three types of representatives in Ganyu County. In the forth section, we have analyzed the existing problems in the management of student-turned village officials in Ganyu County. In the fifth section, we have drew the experience from other places.In last section,we proposed some methods to improve the environments for the growth and development of talents. Moreover, we need also to improve the relevant work systems and pay attention to the difficulties that they face.The current issues in the management of student-turned village officials, such as the lack of policy and regulations, poor management, imperfect supporting policies and laws, and difficulty in promotion, could be solved by establishing a sound long-term mechanism based on "conditions of selection, directions of training, system of management, standards of recruitment, etc." Our goal is to train the student-turned village officials who have a deep understanding of China’s national conditions and rural grass-roots to be able to lead farmers to enrich themselves. They should also have a deep feeling of masses, and be good at communicating with masses.Because of the different levels of economic development, the limited government investment ability, and the low of social recognition, the research in this paper is mainly focusing on the team of Student-turned Village Officials in Ganyu County. Despite the regional disparity and localization, the innovations in this manuscript are still very helpful and inspiring to the decision makers, managers and practitioner of the policies of student-turned village officials. |
