| College—Graduate village official policy has been put into practice in a large scale throughout the country, since2008. The policy is not only an effective measure to construct rural areas, but also an employment policy related to college graduates’ development. With the increasing pressure on the employment market of college graduates, more and more graduates choose to work in rural areas. As the target groups, College—Graduate village officials has participated in the process of policy implementation, and they know the status quo. The research shows the problems of the mechanism of election, training, use, assessment and quitting by interviewing17College—Graduate village officials from Shandong province. In view of discovered problems, the research puts up countermeasures and suggestion from the level of government, college and College—Graduate village officials. The research aims to provide scientific basis for perfecting the policy, which is good for the new socialist rural construction and College—Graduate village officials’personal development.According to the investigation, the conclusion is as follows:There are many problems during the process of policy implementation. The government just considers employment needs of graduates in electing but it ignores circumstances of different rural areas. The mechanism of training does not help College—Graduate village officials integrate into local surroundings. Though graduates come to grassroots, they do not play an important part in the new rural construction as the policy expected. The mechanism of assessment is a mere formality. And the mechanism of quitting do not solve College—Graduate village officials’worried matter——where to go after leaving the position. Throughout the analysis of many problems, the research concludes that the policy has played an important part in relieving employment pressure of graduates but it does not play a role in constructing the new socialist countryside as the policy claimed. |
