Problems And Countermeasures Of Administrative Law Enforcement Of Urban Management In Taizhou City

Since the administrative enforcement of urban-management of Taizhou centralized authority of administrative penalty in2004, some achievements have been made in enforcement. However, with the development of the reform, influenced by factors as the unsound system, social negative opinions and insufficient internal construction, the administrative enforcement has entered into the phase of "bottleneck". Third Plenary Session of the18th Party Central Committee clearly put forward the requirement of "straightening out the system of urban-management and improving the level of enforcement and service", therefore, it is of greatly theoretical and practical significance to intensively analyze on the problems and countermeasures of the administrative enforcement of urban-management of Taizhou.Taking the administrative enforcement of urban-management of Taizhou as the study object, through summary, elaboration and analysis on it, the aim of this study is how can the administrative enforcement of urban-management of Taizhou walk out of the "bottleneck" before or after the adjustment of the system. This paper is divided into five parts:the first chapter is introduction, introducing the study background, methods, significance, innovative design, and comparison between domestic and foreign study situations and the definition of relevant concepts; the second chapter describes the status quo of the administrative enforcement of urban-management of Taizhou from function orientation, mode selection and achieved results; the third chapter teases out the problems and causes of the administrative enforcement of urban-management of Taizhou through practical work experience, interview and questionnaires survey; the fourth chapter provides support for the administrative enforcement of urban-management of Taizhou based on the experiences of other cities at home and abroad; the fifth chapter, based on the facts of the administrative enforcement of urban-management of Taizhou, probes into the effective countermeasures from the perspectives of strengthening the joint force of enforcement, accelerating the building of the brand "civil urban-management", intensifying the construction of enforcement team and improving and innovating the enforcement mechanism, which provides reference for opening a new chapter for the administrative enforcement of urban-management of Taizhou.
