Chinese voluntary service in communities is limited to the city (urban) communities, while the majority of suburban and rural communities are still "dead zones". In fact, with the social and economic development in rural areas and improvement of the farmers’ living standards, the suburban and rural residents’ demand of voluntary service such as those in urban communities is gradually increased. However, voluntary service in rural communities in China has existed many problems such as the slow development pace, insufficient total amount, low quality, different levels of supply and demand, shortage of funds, lack of legislation, limited investment, unsound mechanism, incomplete system, imbalanced development, etc. It is found that communities can’t fully meet the needs of suburban and rural residents in daily life, especially the imbalanced supply and demand in voluntary service.This paper is focused on the voluntary service in the suburban and rural communities. Combined with the community service development of Y Community in Yizheng and based on the social capital theory, Maslow’s hierarchy of needs theory, the paper randomly selects the samples which includes2committees staff,10older people,10middle-aged and10children to participate in my interviews (the interview lasts two weeks), and researches the supply and demand problems of voluntary service atall levels of communities and residents.This paper is divided into five chapters. The first chapter is introduction. It introduces the significance of the study, literature review, research methods, frameworks and the innovations of this paper. The second chapter explains the necessity of developing the suburban and rural communities’ voluntary service, from two aspects:the weakening mutual help in neighborhood; the government can’t offer effective community service. The third chapter is related to voluntary service theory in this paper. The fourth chapter is about the present situation of demand and supply services in Y community. This chapter is combined with the interviewed specific problems to analysis present situation in supply and the demand of voluntary service. The fifth chapter is some suggestions and countermeasures. It gives some relevant suggestions and countermeasures from the country, the government and social organizations aspects. Finally, it pionts out inadequate of this paper.
