The Influence And Function Of Governmental Microblogging In Realizing Citizen 's Right To Know

To be one fundamental human right of citizens, right to know is the basis and premise to realize other human rights. And, to make the government informed is the most important form of exercise of the right to know of the citizens. As the processor and executor of citizens’rights, government has the obligation to public information to meet citizen’s needs. The main channel for citizens to realize the right to know is the mass media. With the development of information technology, we-media, which is represented by micro-blog, has become the new information center and field of formation of public opinions. The government departments also keep pace with the tide of internet. To build the interaction platform communicating with citizens, they open the government micro-blog. And this demonstrates the government’s positive attitude.In recent years, with the rapid development of government micro-blog, it has become one important channel to public government information and also one convenient means of citizens’access to information. People hope that the government micro-blog can promote the open of government information’s and push the development of China’s right to know of citizens. But how much progress technology can bring to system and how the government micro-blog has done to realize the right to know of citizens. On basis of the problems above, this paper first explores the problems existing in the public information by analyzing the text content of government micro-blog. We conclude some problems about the public information as follows: bias entertainment more than political elements, pay more attention to personal view than official status and so on. Then, to test whether the public information has the effective communication and the expected social effect, there’s a questionnaire survey in our work to study the public awareness and social effect of government micro-blog. We analyze the impact factors of government micro-blog to realize the citizen’s right to know including incomplete information release, lack of key problems and valuable information, insufficient attention to the people’s livelihood issues and so on. Finally, considering the actual existing situation of government micro-blog, we put forward some improving suggestions for government micro-blog from the perspective of realization of citizen’s right to know. The premise is always to make China’s system of the right to know and the legal system more perfect. At the same time, the government micro-blog should actively set some public agendas which will propel the development of civil society. And it will create a good social basis for the construction of political civilization of China. What government departments should do is to understand and manage the government micro-blog correctly and locate the roles and functions of government micro-blog accurately. Of course, the government micro-blog information operation mode should be established uniformly when operated specifically.
