Currently, due to the relatively lack of welfare facilities and capital investmentsubsidies and an effective long-term care system for disabled elderly, and also theexistence of unreasonable division to them. Only the minority of disabled elderly withbetter economic conditions can get access to professional care from pension institutionsor organizations, however, the majority of disabled elderly are in the absence of care,which produces the contradiction between supply and demand for disabled elderly.Therefore, to solve the problem of lack of care, how to redefine and divide the disabledelderly and how to subsidize disabled elderly effectively, which is not only related towhether the need for disabled elderly can be met or not, but also reflects the level ofpublic services and the degree of civilization of the government. The physiology andpsychology of disabled elderly differ from the general, so do their needs. The papermakes a close study on existing research and forms a needs structure of the elderly, whichcontain physiological needs, security needs and spiritual needs. Security needs whichinclude general security, rehabilitation needs and medical needs perform specifically tobe in the housing, travel, medical and life care areas; spiritual needs include attributionwith love, respect, recreation, participation, and self-realization needs. Sorting out ofdisabled elderly needs can more fully reflect the particularity of disabled elderly needs.The paper observes and interviews the disabled elderly, their family members aswell as the staff of Beijing Q community using the qualitative research method. The findsfor the research are as follows: each disabled elderly has different levels of needs, theseneeds change with the changing physical condition; meanwhile, there exists a gapbetween the cost disabled elderly can pay and the actual cost, and always disabled elderlyneeds cannot be met, the reason for this phenomenon is that the government dividedisabled elderly in the presence of bias and lack of attention to the disabled elderly. Thepaper further analyses the disabled elderly, including dividing the disabled elderly bytheir different needs and dividing the subsidy standards by their care needs. And at last,the paper explores how the government should adopt policies and take measures toprotect the disabled elderly and meet their basic care needs.
