According to the office of the National Committee on Aging and China Aging Science Research Center’s Study on the status of the aged people in urban and rural areas,At the end of 2015,the elderly population in China has reached 25 million and disabled&semi disabled elderly population has exceeded 40 million,accounting for 19.5%of the elderly population.With a large population base,the number of disabled elderly in rural areas is also very large.This figure is rising year by year,because of more and more strong sense of loneliness,the quality of life of old people in rural areas is deteriorating and life length is decreasing.The dual structure of urban and rural areas in China makes the urban and rural disabled elderly’s resource endowment have a yawning gap.The elderly in the city will have more choices when they seek social support,for they enjoying relatively abundant resources and attracting more attention from the government.But in rural areas,for a variety of reasons,most of the current disabled and semi disabled elderly care services are just started.Social specialization of the nursing service industry is seriously lagging behind.The countryside is still using the traditional family pension model.Under the background of the "Not Rich First Old" and continued weakening of family support function,the problem of care of disabled elderly people in rural areas changing from family to social problems and becoming more and more urgent.This paper chooses six villages distributed over south,middle and north of the Ji’nan County of Jiyang city and two pension institutions as the sample area,32 rural disabled elderly people over 60 years old and 65 primary caregivers,managers and workers engaged in the work of rural pension services and village cadres as the research object,taking a combination of scientific research methods of individual interview,literature research,qualitative analysis and quantitative analysis.In the first stage,the living conditions and the service demand of the disabled elderly are investigated and 43 interview questionnaires are completed.At the same time,to understand the situation of the service provider and the problems encountered in caring for the elderly and 43 interview questionnaires are completed also.In the second stage,the researchers visited more than 10 caregivers who work in the nursing home of Qu di town and Bai jia village in Jiyang County,the personnel of Civil Affairs subsistence allowances,town civil affairs assistant and village committee cadres.In the process of communication with them the researchers mastered the care services supplying situation of intensive care and decentralized care.On the basis of the empirical analysis,the plight of rural disabled elderly in care services and the reasons for many reasons are analyzed.Finally,some effective suggestions to solve the problem of rural disabled elderly care are proposed.It is found that there is a need for rural disabled elderly in life care,medical assistance,rehabilitation care,spiritual comfort and economic pressure,but this need can’t be satisfied effectively depending on the current support policy in Jiyang county.The economic and psychological burden of family caregivers are heavy,lacking of care knowledge and new techniques.Disabled elderly can not have the economic right,the right to speak.They lack of confidence in life.Low level of old-age security level is very low and disability care system is not perfect.The reasons for this problem is that government investment is still insufficient,subsidies targeted is not strong,the weakening of the function of family care,care for the lack of professional talents and professional technical support,lack of social participation anddisability care facilities construction lag etc.At present in order to solve the problem of the elderly in rural areas of Jiyang county,the government needs to increase in disabled elderly targeted investment,improve the grade of disabled elderly disability care subsidy system,strengthen the organization construction,encourage social resources in rural areas of disabled elderly care.In addition,learn from the experience of developed countries,to explore the rural disabled elderly care insurance system. |
