| With the rapid development of the deepening of China’s reform and opening-up process and the market economy, Beijing gathered increasing number of outside system artists, who promoted the development of cultural and creative industries in Beijing and also promote played an important role in the construction of national cultural center. Besides, the outside system artists is facing many demands and confusions, especially needs an industry association that can play the role of communication between the government and industry: Beijing Federation of Literary and Art Circles is still missing in the management of the outside system artists and need to achieve the functional extension.In this paper, we take the outside system artists of 798 and Songzhuang artists group as an example, analyses the feasibility and necessity of Beijing Federation of Literary and Art Circles to achieve the functional extension, and make policy recommendations, not only provide a reference for the transformation of China’s industry association, but also for the similar groups of seeking their own development and achieve their inherent demands.This paper is divided into the following five parts:The first chapter, the function of Beijing Federation of Literary and Art Circles. Analyzed functions of Beijing Federation of Literary and Art Circles from political function, representative function, joint function, service function, mediation function and the guiding function.The second chapter, the necessity of Beijing Federation of Literary and Art Circles to achieve the functional extension, taking the outside system artists of 798 and Songzhuang artists group as an example. Made an overview of the outside system artists’colony in Beijing.The third chapter, discussed the management status and problems of Beijing Federation of Literary and Art Circles in achieving the functional extension.The fourth chapter, the reference function of modern industry associations and the feasibility study of functional extension of Beijing Federation of Literary and Art Circles. Analysis of the modern industry associations of domestic and foreign; discussed the feasibility of Beijing Federation of Literary and Art Circles to achieve the functional extension from the aspect of policy, organizational structure, personnel configuration and resource allocation.The fifth chapter, implied the measures to achieve the functional extension of Beijing Federation of Literary and Art Circles. Proposed concrete proposals according to the development status and direction of Beijing Federation of Literary and Art Circles. |
