Spatial Metrological Analysis Of Public Cultural Service Index

In today’s rapid development, China’s economy has generally made significant ascension, at the same time, gradually perfect the socialist construction has gradually improved, among them, the service system construction of socialist culture has remarkable effect. However, with the development of the society, regional imbalance structure is gradually intensified, Official document culture service system also changes with the change of the regional as an important part of socialist culture service system. Due to the social position and social structure of the region, mutual exchanges between the regions, result in there are differences between various regions, but regional contact each other, influence each other. Therefore, from the perspective of science, face up to the regional difference of public cultural services, the public cultural service area are in-depth study of the relationship between value and significance.In this thesis, based on public cultural services index of the provinces, established an effective evaluation method of comprehensive level of public cultural services which from how to maintain the objectivity of the evaluation and improve the accuracy of comprehensive evaluation, and then obtained the provinces composite scores and rankings of public cultural level. Then, according to the provinces public cultural services integrated level and public fiscal expenditure, considered the problems of spatial dependencies and spatial aggregations, a related model has been constructed and analyzed, then constructive suggestions are given.Firstly, considered the objectivity, comprehensiveness and effectiveness of public cultural services comprehensive evaluation, a method based on entropy weighting TOPSIS has been introduced. On the basis of the theory of information entropy and TOPSIS, the theory and method steps has been elaborated in details based on entropy weight TOPSIS, and combined with the data of public cultural services in 31 provinces in China, the comprehensive evaluation model of public cultural services to be established and analyzed. Then, evaluating and sorting the 31 provinces of the country’s social effects of public cultural services.Secondly, considered the spatial dependencies and spatial aggregations, of public cultural services, a method has been introduced which is spatial econometric approaches. Spatial econometric approaches need to be considered is spatial weight matrices, spatial autocorrelation analysis and Spatial econometric model which consist of Spatial econometric model of the comprehensive index of public cultural services.Thirdly, on the basis of the above theory, based on 31 provinces of the country’s public cultural service data, spatial correlation measurement and spatial proximity measurement of the public culture services has been obtained, which respectively established general linear regression model, spatial autoregressive model, spatial error lag model and spatial general model, through the model significance level model and residual error can it is concluded that spatial general model is reasonable to evaluate the comprehensive index of public cultural services.Concluding remarks are presented at the end of this thesis. The results and conclusion of the above model has been obtained, then some policy suggestions are also given.
