| As an important part of government public services,public cultural services are the sum total of non-profit cultural institutions and services that protect people’s basic cultural rights and interests.From the report of the 18 th National Congress of the Communist Party of China pointed out that the public cultural service system should be improved and service efficiency improved,to the report of the 20 th National Congress of the Communist Party of China pointed out that the basic public service system should be improved,the level of public service should be improved,the balance and accessibility should be enhanced,and common prosperity should be firmly promoted,which reflects that the public cultural service has become the key direction of the construction of the cultural field.With people’s ever-growing demand for public cultural services and expectations for a better life,the governance performance of public cultural services needs to be comprehensively improved and constantly enriched.As an important grasping point to measure the development level of public cultural services,at present,our governance performance evaluation has not formed a complete system,and the lack of study on the macro level,is not conducive to grasp the overall situation of public cultural services,therefore,it is urgent to build a scientific evaluation system,and then find the problems,promote the quality and efficiency of public cultural services,Enrich the people’s spiritual world,help our economic and social high quality development.By reading,summarizing and analyzing the relevant domestic and foreign literature and theoretical results,this paper constructs the performance evaluation and analysis framework of Chinese provincial public cultural service governance from the perspective of overall governance,which includes four governance elements:governance subject,governance object,governance efficiency and governance environment.On this basis,starting from the provincial level of our country,it follows the index design principles of the systematization,scientific,operational and comparable.Guided by "Law of the People’s Republic of China on the Guarantee of Public Cultural Service" and "The 31 Provinces and Autonomous Regions Public Cultural Service Index Blue Book",it establishes the provincial level public cultural service governance performance evaluation index system of our country.Based on the provincial panel data from 2016-2020,the entropy method was used to determine the index weight,and the development index of the governance performance of different governance elements and comprehensive governance performance was calculated.Then,combined with the empirical results,the horizontal and vertical comparative analysis was made on the governance performance of public cultural services in 31provinces(excluding Hong Kong,Macao and Taiwan regions),municipalities and autonomous regions.The empirical analysis results of this paper show that the development level of public cultural services at provincial level is still high in the east and low in the west.In the governance subject,governance object,governance efficiency and governance environment,there are such problems as regional imbalance in resource allocation,large regional differences in cultural activity participation,prominent problems in short board provinces,and lagging matching among governance elements.Finally,through the analysis of problems,from the improvement of public cultural service infrastructure,balanced allocation of resources;Improve the public participation mechanism in public cultural services,and arouse the enthusiasm of the people to participate;Pay attention to public interests and promote the balance of public cultural services in provinces with weak links;This paper puts forward some policy suggestions to improve the governance performance of public cultural services at the provincial level from four aspects of linkage governance elements and optimizing the governance environment of public cultural services. |
