Since Chinese reform and opening up, with the development of Chinese urbanization, some of Chinese cities began to pay attention to the mining of city characteristic, the public arts of city propaganda and construction, urban public art has become an important part of the city. In the city of excellent public art not only beautify the urban environment, and reflects the cultural characteristics and spirit of the city. Urban public art by its unique art form affects the public’s quality of life, is the problem of urban construction and development should not be neglected.Public cultural service facilities is backward, the degree of Social participation is low, there is no any laws about public art, and we have no public art reflects the cultural characteristics, which is the main problems about urban public art construction. Kunming is the capital city of Yunnan province, which has a long history and rich historical cultural resources. We choice Kunming as the research object has a great practical significance. This object try to find the problems in the construction of public art in Kunming which from the city environment and culture. We need draw lessons from the western counties in order to put forward some ideas on urban public art construction of Kunming. And try to find the aesthetic education function of urban public art.This object beginning with the method of literature review and social interviews:The first chapter of the object is introduction the development problems of Chinese urban public art.
