A Study On The Diversity And Protection Of Ethnic Cultures In Siberian Russia

With more than 193 ethnic groups in boundless Russia, a multi-ethnic cultural map has been depicted by ethnic groups. Multi-ethnic culture has been a treasure of Russia as well as an important part of all human beings culture. To respect and protect multi-ethnic culture is the inner need of developing home-located ethnic culture and the consequent demand of booming world culture.Siberia, a multi-ethnic and multi-religious area in Russia, has been connecting cultures from Europe and Asia since ancient times. Especially after the disintegration of the Soviet Union, the advantages of resources and its strategic status have been highlighted, and Russia put great efforts on developing Siberia. With the development of economy and fast involved in globalization, the ethnic cultures become more similar. Thus, the issue of the ethnic cultural diversity draws more attention. The writer divided the ethnic cultural diversity into two parts:the diversity of ethnic structures and the diversity of ethnic cultures. The ethnic culture can be presented through language, religions, traditional rituals, customs, festivals, traditional economic activities, traditional dwellings and diet.This paper summarized the different protections on the Siberian ethnic cultural diversity through reading relevant literatures and searching materials from different states’ government websites in Russia. The protecting activities can be presented from the federal body and the organizations of ethnic cultures in Russia.The federal body mainly focuses on law and policy support, library and the internet resources use, ethnic education and ethnic language protection, etc.The ethnic cultural organizations in Russia play an important role in protecting the ethnic cultural diversity and have been working as an integral part of ethnic society.Based on the above, the writer concluded that the protection of ethnic cultural diversity is a complicated task, and the central government and local organizations should work together to protect Siberian ethnic cultures. Just like constructing a building, the central government should design the blueprint of the building, and the local government, organizations and people should work as a constructing team. Without a constructing team, the building blueprint can not become a real building. In the process of protecting Siberian ethnic culture, the central government and the local government cooperate interactively. The local government pays great attention in promoting and conducting ethnic cultural activities, and the development of ethnic cultural organizations and the activities they held have drawn great attention, which is an important method of Siberian ethnic cultural diversity protection.Russia and China are neighbors and multi-ethnic countries. Siberia, specially, has been a close partner of China in ethnic and cultural connections. Today, Siberia and China keep closer trade and cultural communications. A sound understanding of Siberian multi-ethnic culture will contribute to successful cross-cultural communication and build up the system of mutual interests and understanding, and deepen mutual cooperation in a broader, deeper, and more beneficial way. The ethnic cultures of Russia and China are a part of the world ethnic culture. Only different cultures communicate, can they develop. If we separate them, they will fade away and die out. Thus, the protecting activities on ethnic cultural diversity in Siberia can be used for reference.To sum up, the protection of ethnic cultural diversity is a long-term and complicated task. Both the central and local governments should cooperate greatly. The central government policies are the base and premise; the local people, governments and organizations’ active cooperation and involvement are the decisive factor of the successful protection of the ethnic cultural diversity.
