| The implementation of National Cultural Information Source Sharing Project gives fresh content and vitality to traditional grass-roots cultural service. In specific, it greatly improves the infrastructure construction of grass-roots public library and cultural station, further updates their service concept and service content, expands their service means, and significantly enhances their service level.Starting from the existing state of the implementation of Cultural Information Source Sharing Project in Wuhua District, Kunming City, this paper is aimed at systematically analyzing a series of developments and achievements in information construction such as grass-roots service network, characteristic e-reading room, Wuhua Lecture, agricultural online school,"zero-distance" project of public cultural service, and automatic book borrowing system in library of grass-roots library and cultural station since the implementation of Cultural Information Source Sharing Project in Wuhua District. Moreover, based on a comparative analysis of work practice in the implementation of Cultural Information Source Sharing Project in various regions, it uses theory of local governance, theory of new public management, theory of new public service and concept of public cultural service system to determine the important roles and significance of Cultural Information Source Sharing Project to cultural development in counties. Regarding the structure, this paper is composed of three parts. Firstly, it makes a comparison of the work practice in the implementation of Cultural Information Source Sharing Project and analyzes the significance of this project implementation. Secondly, it probes into the existing state of the implementation of Cultural Information Source Sharing Project in Wuhua District as well as problems in this process. At last, it provides improvement direction and development strategy according to main problems in the implementation of the project. |
