Research On Some Ethical Problems In The Mining Of Small Coal Mines In

Refer to the exploitation of mineral resources, scholars are mainly focus on large state-owned mines, but pay less attention on small private mines. However, the field of ethical dilemmas, which emerge in the development of small coal mines is seldom dabbled. It is known that, small coal mine enterprises are not so professional as large state-owned mines on management, also, there are some great gaps between them in terms of capital investment and safety equipment investment. It is undoubted this situation of development will inevitably lead to increasingly serious ethical problems of small coal mines. Obviously, small mines mainly exist in the form of collective ownership and private ownership,during the process of mining, due to less state funding and policy regulations, people who depend on small private mines for the only source of income, have to only focus on persuit of maximum economic benefits, while the ethical problems, which exist in the development process are neglected.There is a close relationship between the development of the rapid development of economy and the small coal mine enterprises. But in the course of exploitation of small coal mine mining emerges increasingly serious ethical questions should also cause our attention. This paper address the problem is:from the perspective of the two approaches of engineering ethics research, under the ethical perspective, the small coal mine mining problems in Yunnan should follow the code of ethics, the emergence of such ethical problems about small coal mining in Yunnan, according to this approach, the small coal mine in Yunnan province should not mining. But from the actual investigation of the situation of small coal mine in Yunnan, it solved the problems of some people’s life, from the project to benefit the human standards, it should be mining. To deal with the problem of small coal mines in Yunnan from different approaches, the conclusion is opposite, how to combine the two approaches, find the balance between the interests of them, and gives the solution, is the focus of this paper.The research methods of this essay are base on the theory of engineering ethics, and the specific requirements of the engineering ethics are base on engineering examples as the foothold, to the problems appear in these examples, using the ideology of engineering ethics as guiding. This essay bases on amount of field investigations of the small coal mines in northeast of Yunnan Provins, according to the present situation of economic development in Yunnan Province, to the ethical problems that emerge in the research, this essay will solve the problems by consulting data, showing cause analysis, and proving solutions.Finally, through the analysis of these phenomena, find out the conclusion:(1) The two approaches of engineering ethics, both from engineering to ethics, or from ethics to engineering. Combine the two approaches from the practical level or from the aspect of ethics, it all can make the project play the better role for the benefit of mankind. But in the two approaches combining consider about problems, we should also consider of the different periods of social needs, social demand and different social groups in the same area, as one of the most important factors about solving these problems of two approaches.(2) The ethical problems in the mining of small coal mine in Yunnan, whether from the development of small coal mines to ethics, or from the ethics to the development of small coal mines, we should combine the two, contact the actual situation of the regional economic development in this period, and the actual situation of economic development in different areas. We can’t ignore the different crowd profit or victimization in small coal mining is different. In this way, the development of small coal mines can promote human progress and social development. To fulfill the project for the benefit of mankind is the first prerequisite criterion.
