Cultural policy is the general term of rules, principles, requirements, and strategic policy used by ruling class to implement cultural managing and ideological ruling. In the face of the new situation of national unity, the Sui dynasty rulers reestablished the legitimacy of Confucianism by honoring Confucius and his ideas, sorting Confucian classics, and carrying forward the Confucian ideas. Through the reform of education managing institution, the Sui dynasty rulers established the Imperial Examination System, promoting the development of education. By carrying out the religious policy of building temple and Taoist temple and by protecting the classics of Buddhism and Taoism, the rulers made religion prevailing in Sui dynasty. In terms of cultural exchange, rulers of Sui dynasty fully respected minority culture, actively promote ethnic minority culture and central plains culture interaction. In addition, the rulers of Sui dynasty attach importance to the development of literature and art. Emperor Wen and Emperor Yang of Sui renovated the style of writing, integrated the culture of southern and northern areas. He not only authorized the criterion for court music based on the former systems of Liang dynasty and Chen dynasty but also paid attention to draw lessons from foreign music. The rulers of Sui dynasty respected ethnic and regional differences, adjusted cultural policies according to the situation.Because of the direct participation of the emperor, the cultural policies were obviously influenced by personal preference. Since the cultural policy adapted to the new situation, it is conducive to maintaining early political situation of Sui dynasty. The cultural policy ensured cultural prosperity, continued to promote the ethnic integration and the formation of the diverse and unified Chinese nation.
