A Study On The Countermeasures Of Local Government Promoting The Development Of Cultural And Creative Industry Cluster

Cultural creative industry is a kind of emerging industry arised and developed under the background of economic globalization,on the basis of the creativity industry.In recent years,the cultural creative industry in our country gradually highlights the cluster development.A number of cultural industry cluster in our country,the local government in promoting its development plays an irreplaceable role in the process.Whether it is reasonable that the local government dominated the development of cultural creative industry in all aspects,and the local government should play what kind of role in the development of cultural creative industry cluster.This is the problem discussed in this paper.On the basis of theoretical research,this paper summarizes practice experiences and problems of promoting the development of cultural creative industry cluster in the domestic and foreign urban.Combined with the actual situation of the culture creative industry’s development in Qingdao,this paper put forward countermeasures and Suggestions to promote the development of culture creative industry cluster in Qingdao, in order to help it’s promotion.The first part is introduction,introducing the purpose,significance status at home and abroad,methods and thesis innovative of the research.The second part briefly introduces the basic theory of culture creative industry cluster,including the connotation,characteristics,formation mechanism and classification of the cultural creative industry and cultural creative industry cluster,providing theoretical basis for cultural creative industry cluster case study.The third part is case study,this paper introduces the development of cultural creative industry and the industrial cluster in Qingdao,and focus on analysis of the strengths weaknesses,opportunities and challenges in the process of cultural creative industry cluster development,in order to understand the situation clearly and sum up experiences and shortages.The fourth part introduces a few local governments’countermeasures promoting the development of cultural creative industry cluster,including strengthening planning and guidance,building industry chain,widing monarch financing channels,improving the protection of intellectual property rights,fostering the introduction of talents, local cultural resources and cultivating the cultural market,etc.
