In March 17,2009, the CPC Central Committee and the State Council promulgated the opinions on deepening the reform of the medical and health system, marking the arrival of the new medical reform. In 2015, the new health reform to sixth years, the reform of public hospitals is approaching the core. Therefore, in order to improve the competitiveness of public hospitals in our country in the market economic environment, improve the level of medical treatment, the new medical reform hospital make full use of the cost management and performance management, the hospital’s internal resources in a scientific and reasonable utilization, enhance the hospital resource utilization ratio and efficiency. The core content of public hospital reform is the reform of performance management model, which is not only related to the interests of the majority of medical personnel, solve more relationship with the masses "difficult and expensive to see a doctor" problem.Through the introduction to the reform of public hospitals in the medical system that public hospital scientific management system is imperative, which canceled "medicine raise medical system, to encourage and guide the physician performance management is particularly important. The based on the summary of the related theories of performance management, introduces the performance evaluation of common several system:key performance indicators to construct system,360 degree performance appraisal method, key events method, management by objectives, balanced score card system; at present our country public hospital performance management present situation has carried on the analysis, the paper points out the problems existing in public hospitals in our country. In this paper, the forerunner of public hospitals in China scientific and effective performance management, Beijing Tsinghua Chang Gung Memorial Hospital Performance Management case and the case introduces the experiences and lessons in the process of the implementation of the performance management of public hospitals in China. After the foreign and Chinese Taiwan’s most influential medical institutions of advanced performance management system for analysis and research, finally put forward a perfect performance management system of Beijing Tsinghua Chang Gung Memorial Hospital, and put forward the performance management system of Beijing Tsinghua Chang Gung Memorial Hospital enlightenment to our country the he public hospitals.
