Study On The Implementation Of National Basic Public Health Service Project

Public health service rests in an important part of social security and welfare for citizens. In modem society, all countries face the challenge how to provide high quality and high level of public health services. In our country, since the public health service started, its contents have been gradually increasing and rich, and its quality has also been improving. As a vital component of the public health service, basic public health service project is important public goods in social life which is related to the future development of medical and health services and improvement of the level of social security and social welfare. It has a significant impact on achieving social justice, and enhancing people’s living level and the happiness index. Therefore, it is of great significance to conduct field investigations and research so as to find the existing problems from the actual results of the implementation of the policy and propose amendment measures.This study selects C County of Shanxi Province as the object of case study, which consists of five parts including introduction, overall planning and project design of China’s public health service system, development of basic public health service project in County C of Shanxi Province, problems existing in basic public health service in County C of Shanxi Province and causes of problems, reform and optimizing ideas of public health service system. This paper makes specific and detailed analysis on the case of C County of Shanxi Province with a view to find general problems and propose ideas and initiatives which can serve as a reference for implementation of public health service projects in China.The first chapter is the introduction, which mainly expounds research background, research significance, domestic and foreign research review and related concepts and theories.The second to the fifth chapters are the body of the paper. In the second chapter, the whole framework of the public health service system is expounded from the macro level, and the overall design of the project is described, which belongs to the macro background of the study. Chapter three presents an analysis on the specific implementation of public health service project in the C County of Shanxi Province. In this part, questionnaire method and interview method are used so as to present the local implementation situation of basic public health service project and the degree of public awareness and satisfaction for the project in the form of field survey and data, thereby finding some existing problems. The fourth chapter analyzes some problems existing in basic public health service project and causes of these problems based on the analysis of the actual situation in the third chapter. The fifth chapter puts forward reform and optimization ideas in view of the actual situation and existing problems in order to benefit the constant improvement of public health service system.
